In the context of Lima’s future role as the host city for the 2019 Pan American Games, a Master Plan proposal was developed to transform a significant remnant space in the city into the Pan American Village and subsequently into a neighborhood where mixed-use facilities such as residential, healthcare, retail, and others would converge. This plan aimed to reduce automobile presence while enhancing the impact of public spaces and green areas. To achieve this goal, a dozen structures or buildings were proposed.
The plan involved reducing the overall area, but increasing the space allocated for medical facilities, including a psychiatric hospital. Additionally, it proposed the creation of Lima’s grand convention center. Residential buildings with 1,250 housing units were planned to accommodate 5,000 residents, along with extensive public areas, parks with unrestricted access, and the underground redirection of the main artery, Avenida del Ejército.
